Also as a writer, I was appalled to read the portions of the report describing the CIA's manipulation of. William A. Wheatley said Pack of Lies. This report is a pack of lies. It is a set of cherry-picked examples, narrated in distorted fashion, designed to support the pre-established conclusion that the CIA tortured prisoners. Based on the legal definitions of torture in US Law and the Geneva Convention, to be torture, a method must induce severe pain and suffering. None of the examples given in the report rise to that standard. The CIA did not torture, and that is why the Justice Department declined to indict or prosecute anyone for torture. This report is a partisan attack on the George W. Bush administration, and nothing more or less than that.
